Ms Neelam Rani comes from rural Haryana, India. She had her Undergraduate Degree from the Kurukshetra University, Haryana and pursued two Masters Degrees; MA (in English from Kurukshetra University) and MA (in Applied Economics) from the CVM University Anand, Gujarat, India.
She joined Indian Foreign Service in 2009. She assumed her charge as Consul General of CGI, St. Petersburg on 21st October 2024.
Before assuming her charge as the Consul General she served as Director and Head of Branch Secretariat, Kolkata from 2022-2024, where she liaised between various Foreign Offices and Ministry of External Affairs as well as State Governments and handled the portfolis including, trade promotion, Protocol and Consular matters. Ms Rani has also served in various capacities in the Ministry of External Affairs at Delhi, as Director, Southern Division wherein she dealt with Southeast Asian Countries; Under Secretary in Europe West Division and MER Division from 2012-2015. She also worked as Regional Passport Officer, Ahmedabad from 2015-2019 and Third Secretary at the Embassy of India in Moscow, Russia from year 2011-2012. Her work has been recognised well and she has been awarded with the ‘Certificate of Merit’ for outstanding performance in Passport Office (2017) and ‘Special Recognition Award’ as Passport Officer (2018).
She also served as the Managing Director of Investment Promotion Organization (iNDEXTb) and held the Additional Charge for the Post of “Additional Industries Commissioner” for the Government of Gujarat from 2019 to 2022. She has been instrumental in strengthening ‘Single Window System’ for Ease of Doing Business and ‘Reduction of Regulatory Compliance Burden’ in state Government of Gujarat.
She speaks English, Hindi, Gujarati and Russian. She is into music, movies, motivational literature and is a fitness enthusiast. Her husband is an Indian Administrative Service (IAS) officer working with the Government of Gujarat. They have a son.
